Moving The Navigation Menu Under The Header ?

Hi Everyone,

I'm trying to figure out How in the world can I move the Primary Navigation Menu under the Header using a custom blogger theme. In addition to this goal I would like to add a Bigger sign up Bar Into The Header. I have attached a photo so you can see an example.

when scrolling down the white background becomes transparent again, so I made it in blue but the width is not taking the size of the header area, in other words, when scrolling down i want both the header area and navigation menu shows with the same width exept that the header in white and navi menu in blue or other color
