Moving Penalized site to a New Domain-Good or Bad?

After a site gets penalized by google for spammy links/unnatural links, do you think it's a good idea to move it to a new domain? We could use a 301 redirect, but would that evade from the penalties or do we have work on the new domain from the start to gain the ranking? Suggest your ideas!

It is hidden secret that how search engine penalized the website. Whether it checks the domain or checks the content in it. If you use a different domain with the same content and the crawler checks the content not the domain than it would be a bad option to make. You may again get penalized.

Seems like this question is still left unanswered. And why do you think Google would check the content without checking the domain? All Google wants is that there should be no duplicate content. What difference would it make if the content is moved to a new domain?
