I acquired a domain (example.com) that's around 4 years old & has a lot of SEO juice & links from various good sources & a lot social media signals. Now that domain is having an under construction page. I have a website ready to run on that domain but recently i bought a country specific domain of India (example.in). So if i host a website at .in domain how will i pass all the benefits of .com to my .in domain. Or is it better if i host at the same .com domain. I want traffic from India only. Please help me?

You can use the change of address feature of Google webmaster console if you want to shift for a country specific domain. By doing this you will let Google know that your whole website is moving to the new domain.
But, before doing this create a new page of "Coming Soon" and you can also redirect using 301. Also. it will be better to move small segments of old website. This way you can track that what changes are being made and are you loosing your Link juice or not. If your .com page is clean enough from spam then it will surely pass the juice to the new domain but it will take time.

If you want traffic from India only then we think that .in would be a better option. .com is universal and hence is good for all cases.

You can 301 redirect your .com to the .in which will pass on most of the juice.
Or you can just keep the .com
Do people in India prefer seeing a .in domain?

The only way is to do 301 redirection... Else if you lose the domain (for example if you sell it!), everybody can REMOVE the content... ;)
