    Is this allowed?

Ads that move when we scroll the page...

They only move in IE...In firefox they are still for me!

It would be classed as attracting undue attention to the ads. So a big no.
Also, they included code by using JS to call a .php.

Have a read from this where google state that their code should be within the content page.

I doubt Google gave permission for this. It would set a precedent for this and allow others a loop hole in their rules that could be taken advantage of.

newnova.org is doing the same thing. So I don't think it's a violation (they are very big actually).

I highly doubt that Google allows this. It will definitely fall in the category of "undue attention". I wonder what the CTR for it would be though, must be pretty high.

I have doubts about that. The ads are not very targeted for the content, if the CTR is high i bet is only because of that moving stuff...

If it were to come from Google that it is allowed than I would be very surprised. If it did though you are going to see alot of websites doing this I bet.

Well seems that some people just dont get it. They keep trying to push the limits of what is allowed and what is not.

I cannot believe Google has allowed it. Surprises me actually. I am sure they will catch up to him eventually.

Clicksor allows putting ads like that, actually when you are creating ad code they ask you do you want to float it like that :)

I may try them out on a few pages to see how they do. I still would not do the floating ads routine with Google though. I think I am going to shoot them an email to ask them for clarification on this.

If Google were to ever say (and I highly doubt they would) then of course anyone would use it. It does pose an interesting question to them though, but I think that this guy is on a short Pier with this ad and only waiting to fall off into an ocean of sharks.

I agree with you but remember one thing...Google sometimes opens exceptions...I'm sure of that. Although i'm not sure that this one in particular is one of those exceptions :p
