Basically you can stream in your player content from servers such as: gorillavid, Vk, novamov, videoweed etc.. how to make a web site is another story, you can use wodrpres or any other cms, i personally have used uCoz for that and i'm very satisfied with him...
There are ready made scripts that do this. Just check the scripts section of this forum's marketplace for some sellers. Noticed at least one (tvstreamscript) there.
