You should never start a site without researching about it first. The fact you are asking this question, means you know its illegal.

Hosting and streaming videos is not an issue if you have permission from the copyright owners, but I assume we can safely guess you dont.

The language they are in makes no difference to the legalities, the size of the organisation that owns the copyright does - american film studios being particularly well known for defending their IPR

You must have a DMCA/legal policy on your site. A way of contact for owners of copyright material to remove.
You must also strive to provide honest materials, legitimate, not illegal or pirated goods.

Each site, like youtube, google, daily motion, megavideo, etc., have a clear policy of no copyright materials etc., without permission. Should have a contact info on your site. As long as are honest to the best of your knowledge, without encouraging illegal copyright pirate stuff, you should be fine.

Have a policy in place to remove videos if requested, but you must make sure that the person sending the request must be the legitimate owner.

However if your site is "pirateisland.com" or something like that encouraging illegal downloads...then you get into trouble.
You must not in anyway encourage, illegal downloads.

I assume you added the movies yourself and I assume you don't have copyright or a license of course this is illegal and you are the one who is responsible either if you added them or if you didn't have proper policies for other people uploading if its all illegal then you would be in trouble anyway as you of course know that people have uploaded this and you have not made efforts to remove the material. The language and where the film is from doesn't matter you can be prosecuted under your own countries laws still in every countries copyright law that I know of all copyright of any person in the world is viewed equally.

Do you have permission to stream/host the movies?

If not, then yes you can get in trouble.
