I would say first thing to do is market research, next step would be to write a business plan that will be able to show profit while competing with already big dogs out there and the piracy community which will steal 90 percent of your market. I myself don't see this as a real profitable project as funding will be probably in the six figures to get something started maybe even more to get the resale rights and vendor rights as well as other licenses you may need if you are not in the United States.
