Which artist do you consider to be the most under appreciated? There are many exceptional artists who are not on mainstream (aka under appreciated). I will only mention Tony Macalpine - easily one of the best guitarists ever (and composers in his genre), with easily one of the most quality albums ever - Maximum Security. Also, his whole career is exceptionally strong and versatile.
