Most popular PPC key phrase rarely showing up suddenly

I'm working on a PPC adword campaign for a client of mine that is a construction dumpster rental company called Alpha Dumpsters www.alphadumpsters.com (noted so you can see if you see the ad)

    Here's my problem....

When you type "dumpster rental tampa", which is maybe the most popular key phrase in my campaign, my ad rarely shows up. Try it yourself. I continually check this key phrase, in my campaign, but everything looks perfect.

It is a Phrase Match that is in my campaign as "dumpster rental tampa". Status is "Eligible". My preferred position is 1-4. My preferred position use to be 1-3, but I changed it because I thought others may have a 1-3 preferred position and maybe I was battling with others for that 1-3 position. My bid is $6.50. I have raised a my bid a few times thinking that might be my problem.

I'm stumped, maybe you can help me?

    Thanks!

    Try increasing your budget.

Unless you check the "quick delivery" (can't remember how was it called exactly) option, Google tries to display your ads evenly throughout each day, which is why it doesn't get displayed every time somebody searches for your phrase.

In order to do this it takes into account your current CTR and the estimated number of daily searches, so for instance, if your CTR is 5%, your average CPC is $5, your daily budget is $50 and the phrase gets 1,000 searches per day then your add will be shown to every 5th person searching for your term.

    Hi,
We tried doubling our budget on the key word phrase (dumpster rental tampa), that suddenly stopped causing our ad to appear, but our ad still doesn't appear. We're still way under our budget on spending and are totally stumped.

    Any other suggestions??

    Thanks!
