    I think this must be Switzerland. They didn't join the World Wars. They are always neutral. I think they don't have army, too.

    It's related to politics, menthality not weather. Isn't Switzerland because of the far-right movements against immigrants, intolerance against immigrants.

    Iceland probably is the most secure in the world, is like a big village, i think the majority in some cities know each other, lowest infractionality. No agressions against immigrants. Weather ? cold, very cold.
