I don't think link exchanges are too much of help for link building these days. As now a days search engines are very smart and are looking for links from quality sites and do not pay much attention to link exchanges.

But if done correctly link exchanges won't hurt. Like instead of making whole directory of links on our site we can still exchange links with 10 or 20 high quality sites related to our industry.

Backlinks from high authority, high PageRank webpages, using your keyword as anchor text. Also, make sure the links you get are from many different websites/IP addresses as 1000 links coming from only 5 different websites is not as good as 100 links coming from 100 different websites.

Either the site you promoting is so cheap that it does not know the basics of off page optimizations, or you are in wrong way of forum posting. Dont know the future of that company whom you promoting, if they use guys like you..
