I begin with a large wish list of KW phrases. I first search for traffic, then I move on to Adwords value, then I reduce it even further by the number of backlinks (set a bar for yourself). If key phrases pass all of these criteria, I then look to overall competitive search volume. So long story short...... valuable traffic.
