Best quality? No way, Jose, it's actually a lossy format compared to PNG and it doesn't support transparency. You're right about loading times, though. Regarding color schemes - I agree that it really depends. As mentioned above, colorschemedesigner is a nice tool to choose one. I like clean bw/gray schemes as well as black/gold for dark and skyblue/light green/orange for light themes.
