So what is the most effective strategy when buying links or doing link exchanges. I've heard that doing link exchanges doesn't work because they get canceled out by the google serp robots. What others methods work to either buy links or do a link exchange? Will it work if lets say there is two webmasters, one has one site and the other has two. The first webmaster puts a link from his site (site A) to the other persons website (site B). Then the other webmaster puts a link from his other site (Site C) to the original webmaster's site (Site A). Does that type of link exchange work or google has methods of figuring this out as well? How about sitewide links, for example putting a text link at the bottom of your website. Does google discount this type of link as well? What works and what to avoid?

well, i think if google can write a software to detect any ironic links then they will simply write that code and remove those links. The only strategy I think works effectively is buying/selling links. How will google know if the links in the, "recommended links" section of your site were put there because you like the site or because someone paid for them? Its impossible for them to know this.
I have mentioned this in other link development threads, but you need to be very careful when discussing "buying links." Buying a do-follow link is against Google's TOS and can get your site penalized or banned. You can buy links that are no-follow if you're just looking to increase traffic. If you're looking to improve your rankings, buying links is a bad strategy.

Nope, some blogger in my country do link exchange not for internet marketing. They even don't know about SEO and SERPS, But they got good PR by doing that.
What you need to do is buy link from any pr site if you want a good spoon fed backlink and never do link exchange ro any directory reciprocal link but you can use one way link directory.
Go to a company who are paying blogers with minimum pr 3 to have the products reviewed and published with backlink on the blogs. I have a friend of mine who have been doing this. Her blog pr is 4 and yet she only gets small amount of money, around $3 to $5 per review averagely.
