Most effective way of getting Incoming Links from High PR Pages?

    If you have a good budget, i would say buying high quality links is a must. If not, you can look for cheaper ways like directories submissions, commenting on high PR blogs, unique articles submissions, partnership with other quality sites, searching for .edu and charity sites where after donation, you can get your site listed(very tough though) and so on.
