I'm with you on that...I've had a site where I didn't have any incoming links at all. Maybe 3-4 and it was at PR2 in no time. I had a good amount of content in it which makes me think content out beats links for page rank. However I still believe incoming links are important just as well but not as much as content. You need both tell you the truth.

 

Have to agree with all above. Create quality backlinks; also concentrate on getting back links from authority sites, which boosts your favor with Google...
