Cheating is a very BIG problem. It's because of cheaters that some innocent people get banned ! Please everybody stop cheating google, google will catch you anyway, but will ban more and more legit sites in the same time as google will be more and more strict
If you decide to try and fool them and get banned by them....you will never get another account...Who losses? YOU! Google makes Billions

Actually, you can cheat on them. You can do something to generate huge earnings w/o doing too much tasks. You just need to be innovative and creative on using new strategies.
I agree with you. There may be exceptions but otherwise its pretty hard to cheat them. Even sometimes innocent people get banned for things they haven't done. So, it should be a bit balanced i guess.
