According to Danny Sullivans Search Engine Land Google will begin to show quality score in a column in adwords so that advertisers can get a idea of how google scores the quality of their keywords and ads. Really REALLY looking forward to this. I was not included in Beta of this and can say for sure that this is going to improve the performance of everyones campaigns.
I think it's little more than a minor improvement...surely won't have a major impact on the majority of accounts out there.
I think the bigger change is lower minimum bids for new keywords/campaigns. This will help people who do have quality sites/keywords/landing pages get into the game. That has been a bit of a problem for some people. The default minimums were often higher than they should have been.
