Is there any exchange service where I can exchange my money on AP/MB to MB/AP?

Moneybookers would shut down the account if it ever notices such exchange. I am highly recommending against such activities. That is probably why many Moneybookers' are unhappy and claim that accounts are blocked with no reason.

It is a good move that the forum does not allow exchanges as well.

I don't understand why is it so bad?
I have and can add/withdrawal/send/receive money on Moneybookers but I can only receive money on AlertPay because my country is not supported for more.

I don't understand why is it so wrong to exchange currencies?

It is against Moneybookers policy. I do not know the base reasons. Maybe its something related to money laundering? No idea- but it is not proper.

Yes, it is against Moneybookers Policy and Digital Point Policy because money exchanges is the primary means for money laundering. The money exchange industry is highly regulated and you need to obtain a license from your government in order to conduct the business.
