You account is pending closure but your account balance is available for withdrawal. To withdraw funds from your account, please go to the 'Withdraw' section.

What does this means? Help please.

It means you should withdraw your money to your bank now because they are closing your account.

Moneybookers have decided they don't want you as their member and have closed your account, They are giving you an opportunity to withdraw your funds to you bank account, After this, You will never be able to use your moneybookers account ever again ..... I guess the Moneybookers team simply like closing members account for flimsy reasons,

for example, if a member ' A ' whom you had at some point of time done some business and had sent you funds in the past to buy an Ebook or a domain etc, and at some point, member ' A ' breaks some rules, They will close the account of ' A ' as well the all the accounts to whom member ' A ' has sent or received funds..... This is absolutely unfair and unjust which Moneybookers team does not realise.

A lot of people use moneybookers. Most of them use it because paypal is not available in their region and also those who get kicked out or are frustrated by paypal! :)
