This is a quote of the Moneybookers FAQ. I just wonder if it means the minimal fee for sending money is € 0.50, or is it the maximal fee?

I think it's the minimal fee, but just need to make sure. Let's say I'm going to send € 5.00. According to their fee policy, it shall cost me € 0.05. However, in this case it will be € 0.50?

The term used is 'up to' which means that they will not charge you more than € 0.50 thus making it the maximum.
