    Paypal allows 2 premium and 1 personal account and yes paypal is the best for buyers protection.

    I see, there is no other processor which will return your money if you ask a refund.
    If your seller is legitimate you can send him money using western union or xoom or moneygram, but i am 100% sure you can't ask for a refund once they pick the money.
