Propeller Ads now accepts paypal and about Revenue Hits I must agree you need good unique vistors / search engine / social media traffic but it's not necessarily CPA ads anymore. They advertise cleaner ads since Google upcoming policy changes in 2018. Only use 1 banner ad since most are download buttons. Another alternative is Disqus Native ads on your comment section (people don't have to comment just CPM pageviews, but the more engagement the higher CPMs). Hello, There are a lot of ads platforms, some better, some little less, but the big question is when you should monetize your blog? After some amount of traffic, Domain Authority or something else? I think that would be a more interesting question. About monetization without AdSense that AppNext is a really good replacement.
If you have a blog/any other content site, in my opinion you should use native platforms (taboola, outbrain etc)
There are plenty of better alternatives to AdSense. BUT, if you were denied by or banned from AdSense, they won't take you either. You have to realize none of these networks want sketchy behavior or traffic. If you're doing sketchy shit, they don't want you. And Google has a pretty low bar for acceptance.
