Monetize 1.2 million opt in mobile phone records?

I am looking for the best way to monetize a large database of mobile records & names.

I have 90% of the data from UK . What would be the best way to monetize this information?

Have you thought of creating an app and offering it to the subscribers free (initially) then charging a small fee? Something like a UK shopping app or a local restaurants app or maybe a game app. Or all of the above. The apps themselves can be monetized with third party ads too.

 

Thanks for your input- that could work well however i wonder what sort of costs are involved into building a new app..?
