Modify existing CMS or Contract a custom job?

    Hi,

    I'm sure people have gone through the same thing before. I'm looking to start up a few sites but I'm not sure whether to go with a highly modified version of an existing CMS or to pay someone to program an entirely new one.

    To start, the project will be several (seemingly) completely separate sites but will eventually merge into a large network. Therefore for ease of administration I'd like all the sites to run off one installation of the software. All sites/domains will be almost exactly the same (blog-based) but submitted content will be different. Therefore they will work in the same way, so really it's just the templates and content that are changing.

    I realize a custom job is more expensive, but I'm worried using an existing CMS will leave me with a big jumbled mess. I'm currently using ExpressionEngine (which is great!) but doesn't have some of the features I need.

    This is what I need, is that even possible for under $15,000? Thanks for all your help!
