I need someone to write the mod rewrite/htaccess code which will block graphics, wav's, and pdf's from being loaded from a url or frame other than my own website. Thanks.

What's the point in doing this? If a thief is very determined in stealing your content, he/she will just save your images, music, and PDF's on their own server, and use there own server to display the images on their website. ;)

The point is so that I don't have to run my bandwidth bill up hosting content for a thief. I am working with chmdznr on the project. Thanks.

That's fair enough, and is fairly easy to do. ;)
I just wanted to make sure your aware, that this doesn't actually stop the content being stolen in the first place :)

Have you ever used jwrmedia's tutorials? This looks like the one you're looking for: Disable Hotlinking
