    This is when you are running campaign in Google Adwords and Mobile website will be your Landing Page.

    I think you should not target the devices but the search engines.

    You can set up your analytic's to track hits on your mobile page just like any other web-page. You can also set up custom url forwarding links and track how many times the links are clicked on to forward to your mobile landing page.
