Depending upon what you want your mobile site to do it may be accomplished through a WP site with a mobile plugin... that's it! Again, it really depends upon what you want your site to do. My suggestion may not be robust enough for your design needs. As for sending sms messages from the site to your users check out motomessage and PM me with any questions.
