    Can a website have any facility / abiltiy / softwer wich could identify a visiting mobile phone's phone number?

    No. Not "of the bat", no. However, sometimes users use the browser's ability to store form-data, which might include phonenumbers - and this might be possible to retrieve.

    Even if there was such a tool, I will certainly not visit any websites that are using it. The government tracks me well enough so I can allow some unknown punk collecting my phone number or any other personal details I have not willingly shared ;)
