I just got a Google Web Alert for: "JW webbdesign" (name of one of my sites).

    Here was the alert:
I was thinking, what is this!

    And so I google:
    http://www.google.com/search?hl=en&lr=&q=JW+webbdesign&btnG=Search

After checking some things like the Google cache and reloading the page I found out that this directory owner is picking a random anchor text and description of one of their links and use it in the title tag on the category pages ... what the hell.

    This is misuse.

Yeah id imagine its a bug too, i dont think it would be deliberate and it wouldn't make much sense at all to do that, id say its an error and not intended.

It's just a content created by robot. No bugs. Just mixed scraped content.
