Misleading Google search partner?

    I heard an interesting add on the radio today that went something like this. In partnership with google we at (station name here) are providing advertisers an opportunity to be at the top of the searches done from our search engine on our pages. For the yearly feee of $299 you can get in on ths once in a lifetime opportunity.

    So I go and look at the page and there are tons of people that have fallen for this. It appears that the radio station has built a directory for their "Google partners" and then they display the normal google search results below this box in a frame.

    It appears that people are thinking this is getting them into google somehow. They have about 100 or so business that have fallen for this so far. The add also goes on to say that you done even need a website to get in on this great opportunity and that they can still list you at the top of the google results.

    Am I the only one that thinks this is wrong?

    What is the site?
    'In partnership with Google' implies a relationship and approval from Google. If they do not have that, they may very well be in the wrong.

    Do you think google has arrangements like this? What I find it odd that this is a small town with a few thousand people and Google want to partner with the radio station here. Something is wrong I may try to get this add on tape and host the audio for everyone to hear.

    It seems there is a some trick here.
    We recieved a tons of emails every day with offers to get top positions in google.
    It is something like this
