Is it practical to do a MIS system using PHP.

Of course, but you might have a hard time gathering competent people to do this kind of vertical industrial systems.

 

Certainly is ... just take a look at the websites of the big MIS players such as Oracle and you'll see they are behind PHP as a development tool
