Thr is no limitation of minimum CTR for any keyword, but it should be necessary to bring you CTR to minimum 1%. Your CTR is very low, try to optimize it.

CTR can be as little as 0% if you get no clicks at all.

I agree that 0.1% is exceptionally low; it looks like you've got a lot of work to do on that campaign.

There is no minimum CTR that you must achieve (unlike the old days). What is more important is your QS. It's a measure of how your CTR is doing compared to others for your keyword but your QS can be good even for click rate of 0.1%. Unusual but possible.

Is the CTR from search results or CTR from display network? It is common to have a lower CTR for display network.

It sounds you are having a very less CTR. I have learned that CTR is more related to ad quality and the bid price set for each keyword. If you have set your bid price .7$ then it would increase your ad visibility in more advertising pages. There are three main things that can be focused to improve the CTR and conversion.
    1. Use quality description in your ad title.
    2. Increase your bid price.
    3. Tweak you display URL EX: main domain/keyword.

What you haven't said is if that's for search or display campaigns, or if you've got them both mixed in together - if you've got both mixed in together, then you really need to separate them.
A low ctr is normal for display, and is expected and not generally a problem.
However a ctr that low in a search campaign can depress your Quality Score and make it more and more unlikely that your ads will even be shown

There is no minimum CTR per se but a higher CTR plays a BIG role in determining your quality score. Generally speaking, getting in the 1-3% range does the job.

As discussed above there is no minimum CTR or 0% is the minimum CTR. There is always a scope to improve a CTR and as higher the CTR, you spend less on cost per click. CTR affects in ads position and cost per click.

This is your first campaign, be happy you are starting higher than 0. Learn about keeping your adgroups "focussed" and make sure your ads in those adgroups are relevent to your keywords. Then work on your landing page. All of this will help. When you start testing out one ad against another, remember to make small changes to your "test" ad so that you can monitor if it improved or became worse. If it improved, delete the other ad and this changed ad becomes your new "test" ad for further small changes.
