Their might be a technical issue with bing. Try again sometime back with different browser. CC CPC, CPM (No video ad option in Bing) Which bidding sytem you are talking about? For ad rank, yes bing gives priority to the ad with high QS and max bid. This is not clear! Are you asking about the minimum deposit to run a campaign? You can even start with 50$
