Base it on what return you might expect to get, eg. $1.50 a click might be a lot for $10 items but nothing for $100 item. Once it's running and you can see what position your ad is in, you can also adjust it then.
start with 0.05 and increase it gradually until you get desired position. But most importantly also optimize your landing pages first.
