One doesn't need to use something as an issue when it's an issue in the first place. I suspect if you did work for me and I did not pay you, it would be an issue (at least for you). Someone could come along and say "you are just using GTech not paying up as an issue," to defend me, but I doubt it would clear the air between us and suddenly make you realize that you should feel privileged to have not been paid by me.

Same thing here. Both action and inaction have consequences. Iran is not immune for the actions or lack of action they take.
