    He retired from the company a few months ago, though I'm pretty sure he is still the official owner.. dunno.

    Anyway, shame I can't do this as I don't live in the USA.
    EDIT: Lol, it IS a fake site. They use .html pages, microsoft doesn't. And it asks for details instantly, it's not a microsoft site. Remove the link before people fall for it ;)

    MrHarper is right, it is a fake site, what coloriteman said might be right, it might be a way to collect some email addresses to then sell them.
