I need to pay my India Client for small amount of money (US$10). I have PayPal account.
The problem is my India client don't have any credit/debit card. So, he can't open up PAyPal account.
Direct Bank transfer (TT) and Western Union option is off because of its exorbitant fee for that small amount of money.
    What are other alternatives?

There is no alternative for this. The amount is small. Hence, you can not use xoom.

The best option is that you send money to the Indian person who has a paypal account. Once you send the payment with paypal. He/she can deposit the amount in INR in your client's bank account directly.

Why dont you buy him something worth 10$ from ebay.in which is Indian site. Ask him to select something and you buy and give his address. Simple..

If this dont works then PM me.

Send him a cheque, it's his responsibility to have a bank account.

Exactly. He can very well do this. Also you can send him a eCheck! Apart from this, I don't find any other alternative.

There is no need to add a credit card or debit card to open a paypal account in India. The card is required only to get verified.

He can open a unverified paypal account and withdraw the money to his bank account after the balance reaches $150. I guess he knows he won't reach $150 :p

IN that case, the ebay option is good. Ask him to select a gift on ebay.in and just ship him that , simple :D
