Methods to reach Asian, Philippine and Eastern European webmasters/online workers?

If anyone can list the best methods of reaching a huge number of Asian webmasters/Asians who provide an online service, I would appreciate it (so I`m guessing high traffic forums/online meeting places?).

Same question for webmasters/online workers in the Philippines and Eastern Europe.

Well Eastern Europe has about 30 forums where webmasters gather so talk whit the admins , it will take several days but it's the best way to go . I'm not sure about the rest .

 

Well, I don't know if you've posted on craigslist ever looking to hire a web/graphic designer, you get a HUGE influx of indian/philipines workers who respond(I posted in Baltimore's craigslist). So I'd assume if you went to their actual country craigslist you would get a massive amount of responses. If not, check out their forums, or IRC for an eastern europe server. Are you specifically looking to outsource work?
