Some directories will allow it, and others will not. Your best bet is to utilize your dominant keywords in the title of your blog, and in the description as well. If you are submitting to multiple directorties, make them vary as well so you can place some emphasis on your internal content.
He's right - I do that w/ such Social BM sites such as Digg. Works very well (plus Digg indexes very quickly).
<title> is not a meta element. If it doesn't start w/ "<meta " then it's not a meta element. A lot of them like digg select the title and meta description as the default link text and snippet.

yes why not but don't use more keywords in submission and make professional submission so any directory or social bookmarking owner can approve your link
