No its not. Stick to 301 redirect. Try to understand how both 301 redirect and meta refresh work and you will understand why meta reshresh is not liked by search engine. Meta refresh is often used by blackhaters to redirect users to somewhere else from a page to which user came through search engines. Its like this, Page A is a Great page and Page B is just a sales letter, page A ranks in search engines but using meta refresh they are instantly getting redirected to Page B with the user even realizing.
I agree with the comments above. Avoid using meta refresh redirects. 301 redirects are the safe way to go. I used to see a lot of black hat sites using meta refresh to use one page to get rankings and then forward the user to a better sales page. It was always a hassle trying to view their source code before the page changed. I haven't seen any sites like this in a while though. So it must be an outdated seo tactic that now can get you banned or penalized.
