Meta refresh Confusions

    My client has redirected site from domain A to domain B using meta
    refresh tag jumping to domain B after 5 seconds.

    I requested earlier for a 301 redirect. but I don't know why they did
    meta refresh?


    The question is if they have already redirected to new domain using
    meta refresh, will it result in drop of Page Rank?
    They are also coming in google top 10 with multiple number of
    keywords. Will that also be affected after meta refresh.
    As the content is same on many pages for domain A and domain B, will
    it result in duplication issues. Should I also inform them to use meta
    noindex tag before meta refresh tag. I suppose it can avoid duplicate
    issues?


    What more could be done so that they can come up again for keywords
    they are currently ranking for(supposing the keywords for which they
    are ranking would be dropped) and to achieve the same PR.


    Also, I heard somewhere that google regards undelayed meta refresh as
    same to 301 redirect. Is it true?


    As my client has used 5 seconds in meta refresh, should I also tell
    them to use 0 seconds instead?


    Should I tell them to use meta no index and meta refresh tags on all
    the pages or can it be done by robots.txt.If so how?

    If they have backlinks to their inner pages, could that be also
    affected ?


    Should I tell them to use this command on old domain pages:
    < META NAME="ROBOTS" CONTENT="NOINDEX>
    or
    should I tell them to use this command on old domain pages:
    < META NAME="ROBOTS" CONTENT="NOINDEX,NOFOLLOW>


    I also want to see in google analytics the reducing traffic to my
    site, can meta robots noindex,nofollow will drive google bot outside
    my site.


    Can now they can do a 301 redirect after 5 days meta refresh?
    Will my previous efforts get wasted - backlinks and PR.


    Please guide, I'am in a confusion.

    I would have insisted on the 301 personally. Why can't they do that?

    301 Redirection would the best thing to do I guess.. I haven't used the meta refresh though... Maybe correct targeting of meta tags, title and description would be the best thing to do or stay in focus to..

    My suggestion, avoid redirect using "meta refresh" like a plaque. If safety is your first priority you must use 301 redirect as always

    - Redirect via "meta refresh" not transfer any link popularity and pagerank to new domain.
    - Redirect via "meta refresh" can get your banned or -950 penalized by Google and other major search engines.

    That pissed me off why they can't do that for you. They should know (or already know) that method can harm your site like a nuke. You have to ask them to change redirect method immediately!!

    But what it is -950 penalization and is there some proof or anything official note on banning.
    If you have any resources, please tell thanks
