Google has certainly "re-confirmed" that meta keywords do not help your site's ranking in the SERP. I don't think Google has stopped "indexing" meta description. Think about it this way: your page's meta description is for you to tell search engine users what your page's content is about, so even though it doesn't directly help with ranking, it certainly gives the users a good idea of what your page is about.

The meta description tag is for marketing. It has no bearing on the Google rankings. It is best to have one so google returns something relevant for the visitors to see. This only pertains to your CTR. Not the ranking. The keyword tag of course, does nothing.

    hope that helps,
    Nigel

Google hasn't stopped indexing META tags. They just stopped using them for ranking purposes. (Seriously, there's an easy test for this. Do a keyword search in Google for a site you have control over. If the keyword is in the META description, and it shows up as the site's description in the SERP, then it obviously got indexed. How is it possible to prove this? Because when Google returns a query result, it's checking against its database, not going to your Web site at that exact moment.)

They only use the META description tag for providing a clear and concise (if possible, anyway) description of the Web page. If the page lacks one, or the tag's contents do not match the query, they'll pull the description from the page content itself. And yes, sometimes Google does have a sense of humor. For example, this showed up in my own logs shortly after I put up my Jim Gaffigan "Hot Pockets" video of the week post:

Search Phrase: How to cook a hot pocket
    SERP: #9
META Description: “…and you could cook it in a sleeve thing, and you dunk it in a toilet.” "Then there's the vegetarian Hot Pocket..."

    As I already said, no.

Only if the tag gets used.

    Wrong, flat out wrong.

Pretty much. Though Yahoo! allegedly still uses the keyword tag. Allegedly.

It'll help your competitors know which keyword you are targeting; that's about it.

    What Nigel said.

Google still use Meta tags on description only meta keywords are ignored for years.

However, stuffing up keywords in meta description will not help either because it doesn't help in ranking.

Meta description is used to give a brief overview about your article or post. Usually, google will take this snippet from your article automatically but if your declared meta description is better, than they will use yours.

I think you need to read and view what Matt Cutts says about meta tags recently: http://googlewebmastercentral.blogspot.com/2009/09/google-does-not-use-keywords-meta-tag.html

Thats right, Google still use description META for creating listing snippet thus you can use description meta in that way to make you listing more attractive.

Maybe 2-3 times, as long as it looks and feels natural. I don't force keywords into Web copy (or other content) when it won't fit.
