What's the business problem you're trying to solve?
Is this something you'll need to do frequently?

Is this a one off or will you be adding more quotes?

No reason why your archive page or tag page couldn't treat each post as part of a single article while not making any changes to the database.

The quote is small, I want to make a strong article that contains many quotations with picture designs.

    I get that

I'm trying to work out if you need a process that runs once to amalgamate all the existing posts or if you need a plugin that works on the existing posts and allows you to add more.

    Lets look at this scenario.

Lots of posts that are tagged with specific words eg "spiritual", "uplifting", "loss", "hope"

You'd edit the taxonomy.php page to show the results for that tag (eg "spiritual") but instead of giving them headings and links to view the post as a single post you'd show it as plain text.

Then, when you find a new quote that you like, you just add it as a post and it's automatically added.

I think you say great things, thank you for every letter.

But I'm a beginner and I do not know how to do those steps.

Does it show as activated? That is typically not an actual problem. Wp just gets a bit wingy as it doesn't expect any sort of output when you activate a plugin.
