Menu that stays the same for all webpages

    Does anyone know how to create a menu that can be changed once and that change updates for every page it's on?

    Like on blogs, the right hand side there are links to the articles. If the user posts a new article that article is displayed on the menu for every web page that has the menu.


    Really need some direction with this, not sure what it's called and what to use for it.
