Menu in a blog?

I have started a blog on: http://www.blogware.com because it was the blog website that came with a fasthosts package.

I haven't yet found a way of adding a menu-like navigation to it, as this person has on here: (http://www.deliriumpropaganda.com/ I quickly searched this forum for an example :) ), just under categories. The only way it will let me present the posts is if they are sorted by date in a hierarchy, etc (as on blogger.com).
Basically, I'm working on a console blog (in which I will be adding news daily I hope) and I would like it to be divided into several sections.

Is it only Word Press that allows this menu/categories feature or can I achieve it with this blog website?

Also, do all blogs require a MySQL database? I currently have an account with fasthosts but the SQL database is not included.

All blog requires database, if the database is in mysql it is better. Because maximum blog software are designed for php mysql platform. If you use your own blog, then more functionality can be added on them easily, like menu navigation
