Those functions are already built into Wordpress. You can manually create user accounts for people. You can set your premium content pages so only those logged in members can view them.
Colleen is right, but for premium membership you may want to go with a 3rd party plugin. I've used both WP-Member and Memberwing, both are premium and offer subscription via paypal (or other gateway), I prefer WP-Member, but you have to check with your host first or deal with debugging the php.ini to get it to function correctly.
