    there is a legal ( G TOS ) limit to how much adsense you are allowed to have
    hence there is NO excessive adsense and thus no penalty as long as you follow TOS!

    Most of the time the 'excessive' ads (i.e. more than three blocks) simply will not appear - instead you get 'unable to find the page you requested' or something like that, which doesn't show very sexy in the middle of a web page.

    you can put 3 content ad, 3 link unit, and one search box. if you put anymore than that, the extra ads you put will not show up on your site. but it is best to follow the TOS and put just as many as you are allowed.
