Is there a recommended maximum length for URLs when creating a new inner page? For example:

    www.mydomainname/howlonghere?.html

I think the maximimum that IE can handle is something like 2000 characters. Of course, they should never be that long. In reality, your webserver might choke on anything above 255 characters.
IMO, a reaslistic maximum should be around 100 characters

Are there any recommended maximum character limits for the filename within the URL?

Its not a good idea to stuff keywords in your url.

www.domain.com/keyword1.html is enough rather than www.domain.com/keyword1-keyword2-keyword3.html

It's better to keep under 20 to 25 words...
