Firstly there is no such thing as a minimum 700 words for an article. Secondly your title contradicts your post.
However, very short, useless articles that pass over incomplete and inappropriate information about a subject have been penalized.

I also don't think there is any guidelines provided for a length of an article. Content must be strictly unique to get more benefit of back-linking and indexing.

500 words is good enough to a article. I don't think that large article means more traffic. On the other hand panda don't worried about the larger one as it's just programmed to detect the copied articles and define their written quality. So try to keep your articles around 500 words and maintain the quality.

My site have many post with 70-150 post, and all of them are indexed. So I think that no things like minimum length of text to be indexed.

That doesn't mean its a good think. Its one thing they are indexed, and other thing to be considered as premium content and get a better serp position .
From my past experience, anything over 400 is perfect .

A good quality article should be between 300 and 500 words, anything less should be considered spam.
